For the second year in a row, so-called consolidated authoritarian regimes outnumber consolidated democracies. The list of consolidated authoritarian regimes includes Azerbaijan, Belarus, Kazakhstan, Russia, Tajikistan, Turkmenistan, and Uzbekistan.

The problem isn't only manifesting itself in the former-Soviet Union. Several EU member states have also seen their democracy scores decrease and that list of countries includes Poland and Hungary.
