That’s according to figures published by Eurostat on 31 January 2019.

The EU statistics agency said 1.9% of Luxembourg residents had trouble keeping their home adequately warm in 2017. Less than 3% of people had problems paying for home heating in Finland, Sweden, the Netherlands, Austria, Denmark and Estonia.

Across the EU, the rate was 7.8%, Eurostat reported. But the share in Italy was 15.2%, and more than one in five people could not pay for proper heating in Portugal (20.4%), Cyprus (22.9%), Greece (25.7%), Lithuania (28.9%) and Bulgaria (36.5%).
