The report, “Europe 5G Readiness Index: Assessing Europe’s readiness to deploy 5G” (PDF), was published by Incites, an IT consulting firm in Strassen, on 15 February.

Faster 5G mobile telecommunications networks will be used to support technologies from self-driving cars to the internet of things.

Incites said in its report:

“This Index presents an overall readiness score for each country which comprises 6 factor categories with 35 criteria in total within those categories. Scores at all levels of the Index can be used to compare different markets between them on a like-for-like basis.

 

“The results of our analysis show that there is a significant gap between Western and Eastern Europe, with countries in the former being, on average, more ready to introduce 5G.”

Luxembourg came in 9th overall in the consulting firm’s weighted index. (Incites also released an unweighted index, with Luxembourg ranking 10th.)

Luxembourg scored better in some sub-indices than others. It ranked 1st in the “country profile” category, which examines: “factors that relate to the existing economic state of a country, ICT industry competition and the government’s support of new technologies.” Incites said that Luxembourg topped this field “due to the importance of ICTs to the government’s vision”.

Luxembourg placed 4th in the regulation and policy sub-index. Incites stated in the report that:

“Luxembourg ranks between 1st and 7th in 6 out of the 7 criteria, though it ranks in the  34th position in the [number] of days to start a business criterion, which brings it overall in the 6th position in this category. Luxembourg ranks 1st in both the  effectiveness of law-making bodies and laws relating to ICTs criteria, which further highlight its capability to make the necessary regulatory interventions needed for 5G to flourish in the country.”

On the other hand, the grand duchy “scores quite low in the ‘human capital’ category”, which measures “factors that relate to quality of the education system and training initiatives that could be useful in deploying and adopting new technologies,” the consultancy said. Luxembourg placed 29th.
