The total does include voters who have a special dispensation, such as the elderly, and are not legally required to vote. But voting is mandatory for Luxembourgers over the age of 18 and for foreign nationals who have registered to vote.

Those who fail to vote can, theoretically, be fined up to €1,000. However, records indicate that nobody has been prosecuted for not voting since 1964. The number of non-voters is increasing. In the 2015 referendum, some 32,139 people failed to vote.
