The campaign was announced by interior security minister François Bausch (Green party), saying that he wants to present the profession in a more positive light and combat the recruitment crisis it is facing.

Former interior security minister Etienne Schneider (LSAP) reported in a parliamentary question in 2017 that staffing numbers had risen from 1,749 in 2010 to 2,028 in 2017. And yet, it is still not enough.

Speaking in parliament on 2 May, MPs from the CSV political group asked about the overtime being worked by police officers. Bausch replied that he is in discussions with police trade unions and the CGFP, the civil service confederation. He said he expected to reach an agreement soon, following which a draft law would be presented to parliament.

At the end of 2018, Bausch had alluded to being open to allowing non-Luxembourgers to enter the profession. On 2 May, he said opening up the profession would be considered in the medium term. But, he stressed that any future recruits would have to be able to speak Luxembourgish.
