Three signatures, three partnerships and a shared vision: that of a future where innovation and collaboration cross borders. During the economic mission led to Shanghai on 27 and 28 November by deputy prime minister and minister for foreign affairs and foreign trade (DP), the minister for the economy, SMEs, energy and tourism, (DP) and the president of the Chamber of Commerce, , three memorandums of understanding (MOUs) were signed between Luxembourg and Chinese companies. These agreements cover fields including clean technologies, logistics and advanced digital solutions.
A , a Luxembourg startup specialising in cleaning robots for solar panels, and Trinabot, a subsidiary of Trina Solar. This partnership opens up strategic prospects for the solar industry.
The other two MOUs concern automotive safety and sustainable logistics to meet the growing needs of transcontinental trade.
IEE and Arcsoft: combining detection and artificial vision
The second agreement signed during this economic mission concerns IEE and Arcsoft Corporation Limited. Arcsoft, a computer vision company in China, develops key technologies for driver assistance systems (ADAS) and autonomous vehicles. By collaborating with IEE, a Luxembourg-based expert in automotive safety sensors, this partnership merges two complementary areas of expertise.
Arcsoft gives IEE direct access to the Chinese market, the largest automotive market in the world, while benefiting from Luxembourg’s expertise in detection to improve its on-board solutions. This MOU illustrates the importance of meeting the growing demand for safety and intelligent technologies in vehicles.
Air Cargo Green Capabilities and SF Express: linking two continents
In the field of logistics, SF Express, a Chinese provider of express delivery and integrated logistics solutions, is joining forces with Air Cargo Green Capabilities (ACGC), a Luxembourg-based company specialising in sustainable freight.
Based in Luxembourg since 2023, ACGC offers international air freight solutions, including door-to-door services and charter flights, with a focus on sustainability. With strategic offices in Europe and Asia, including Amsterdam, Frankfurt and Hong Kong, it is part of Europe’s green aviation initiatives. This partnership strengthens the air routes between China and Europe and meets the growing needs of transcontinental e-commerce.
For SF Express, which operates a vast network covering thousands of destinations, Luxembourg is a strategic hub for strengthening its logistics in Europe.
The agreement focuses on a number of areas:
- Creating a reliable air freight network, linking key hubs in China, Luxembourg and Europe.
- Strengthening green initiatives, in line with European objectives for more sustainable aviation.
- Developing solutions adapted to e-commerce, in response to the strong growth in transcontinental trade.
- Establishing a shared commercial network, enabling greater collaboration between the two continents on strategic air routes.
The partnership also commits the two companies to exploring models for cooperation on specific projects, including charter cargo services, joint sales and route optimisation, according to the MOU. By pooling their respective expertise, ACGC and SF Express aim to offer efficient solutions while minimising their carbon footprint.
Forward-looking cooperation
Foreign minister Bettel stressed the importance of “mutually beneficial” relations “based on mutual respect and a level-playing field” between Luxembourg and China, despite the complex geopolitical context. The mission also provided an opportunity to explore collaboration in clean technologies and green mobility.
The mission was also marked by the symbolic handover of the keys to eleven electric buses by Higer Bus to economy minister Delles. These buses, which will equip Luxembourg’s public transport system from 2025, are part of the national green transition strategy.
