According to the Henley Passport Index, a ranking that looks at the most powerful passports in the world, holders of a Luxembourg passport at the start of 2023 came fourth when it comes to travel freedom.

The grand duchy’s passport gives travellers access to 189 countries without the need for a prior visa, reveals the index. Sharing the fourth spot with Luxembourg are Italy and Finland. Japan continues to occupy the top rank of the index, which is based on exclusive and official data from the International Air Transport Association (IATA), having access to 193 countries. It is followed by Singapore and South Korea in the second spot and Germany and Spain in the third rank.

Luxembourg’s neighbours France and Belgium made it into the top 10 as well, with the first occupying the sixth spot and the latter the seventh spot. At the bottom of the chart are Syria, which has visa-free access to 30 countries, Iraq (29 countries) and Afghanistan (27 countries). The 199 passports tested for the index are analysed against all 227 potential travel destinations for which information on restriction exist in the IATA database. For each country that does not require a visa, a passport scores a point, according to the index.

The grand duchy had also been in the fourth spot in , in 2020 and in 2019.
