The mobility and public works ministry has announced that Andrea Drescher has been named director of the Air Navigation Administration and that Léon Ludovicy has been named director of the Public Transport Administration.

Luxembourg’s mobility and public works ministry on 28 March 2025 announced that minister (DP) submitted to the grand duke the appointment of Andrea Drescher as the new director of the Air Navigation Administration (ANA). Created in 2018, the ANA is the grand duchy’s air navigation service provider, which ensures a safe, efficient, continuous and environmentally friendly flow of air and land traffic, including air traffic control at Findel Airport. It also provides national meteorological services, such as public weather warnings and climate data management. Drescher was sworn in to his new post on 28 March and will take office on 1 April 2025.

“The appointment of Andrea Drescher to this position represents a strategic decision,” Backes commented in the press release. “Thanks to his expertise and experience with international exposure, he brings a clear vision to address the many challenges facing the ANA. I look forward to our future collaboration and offer him my sincere congratulations. I would also like to thank Claudio Clori for his dedication to Luxembourg air navigation over all these years.”

Drescher holds a master’s degree in management sciences from Paris Dauphine University-PSL. He began his career as chief economist at the Chamber of Commerce, where he worked from 1990 to 1996. Other positions include the job of managing director at Winterthur Vita in Italy, head of the Luxembourg private banking market at Dexia Luxembourg and CEO of Dexia Private Bank Monaco. He has also been active as a director in the private equity sector. An independent consultant, Drescher has carried out several advisory assignments for Luxembourg aviation players and holds a glider pilot’s licence.

Léon Ludovicy to head Public Transport Administration

The ministry the same day also announced that Backes had submitted the appointment of Léon Ludovicy as director of the Public Transport Administration (ATP) to the grand duke. The ATP, which was set up in 2021, is responsible for organising public road transport services and operational planning. It manages the RGTR network and organises transport for people with reduced mobility, such as Adapto and Mobibus. Ludovicy will take up his duties on 1 June 2025.

In a communiqué, Backes stated: “With his experience in various management positions, Léon Ludovicy has the necessary skills to assume the role of director of the ATP. I congratulate him on this new step in his career and look forward to our future collaboration. I would also like to thank Annick Trmata, the current acting director of the ATP, who, throughout the transition period, has demonstrated exemplary professionalism by working closely with the ministry’s teams.”

Ludovicy holds a diploma from the National Officers’ School in Brussels and joined the grand ducal police force in November 2001. Since then, he has held numerous management, communications and international positions within the organisation and was deputy director of the budget and equipment directorate at the general directorate until 2018. He currently holds the position of finance director with the grand ducal police.
