After a slightly less expensive bill of €17,097,483 in 2020, violations against traffic regulations amounted to €17,855,400 in 2021, despite nearly 39.000 fines not being paid.

In a joint answer to , justice minister Sam Tanson and internal security minister Henri Kox (both déi Gréng) listed some of the fines and tickets handed out by the police. 

The number of fines has gone down significantly since the start of the pandemic. In 2019, 341,171 fines were written out, against 286,407 in 2020 and 285,811 in 2021. The numbers suggest that that the pandemic, lockdown and other measures such as remote work had an impact on traffic numbers in the country.

However, the proportion of fines left unpaid increased significantly over 2021. Whereas in 2019, unpaid fines made up 11% of all fines written out for traffic offences, and 9.85% of all fines handed out in 2020, the rate rose to 13% of fines in 2021. g, the recipient of a fine has 45 days after receiving the registered letter of notice to pay the sum--this is extended by one month for non-residents--before receiving a second notice.

If the balance is still not evened out after an additional 45 days, the offender has to either pay a lump-sum fine for twice the amount of the original fine, if the offence didn’t result in a points reduction on the driving license, or a penalty notice, if points should be deducted.

“It has to be noted that the qualification of the event by the police sometimes is not necessarily the one held back by the public prosecutor’s office,” Tanson says in her answer. Affairs are closed for various reasons--if the offender is unidentified, or the offence had a minimal impact on public order--she explains.

At the end of 2021, the government introduced on the A13, which caught 6,433 drivers exceeding the speed limit in its first month. In August, a red light caught 582 offenders running a red light and 476 speeding.

The 38,252 unpaid fines for 2021 represent a total of €2,404,386.
