How are young people faring? This is the subject of the Jugendbericht to be presented to MPs on Tuesday 10 March. The CSSF and the Commissariat aux Assurances (CAA) will be able to propose transactions to sanctioned entities.

A week devoted to committee work in the Parliament. One of the highlights on Friday 13 March was the reform of the legal framework of the Commission de Surveillance du Secteur Financier (CSSF) and the Commissariat aux Assurances (CAA). The aim of the reform is to bring Luxembourg law into line with Directive (EU) 2024/1619 of 31 May 2024. In particular, the bill aims to enshrine in the organic laws of the CSSF and the CAA guarantees of independence and impartiality in the process leading to the imposition of administrative sanctions. In this regard, it provides for the appointment of a head of mission, respectively an independent investigator, as well as a rule of abstention during the decision-making process relating to the sanction, of the director primarily in charge of the supervision of the sanctioned person.

Also with regard to administrative sanctions, the Bill introduces settlement procedures for the CSSF and the CAA. It also provides that the proceeds of the pecuniary penalties imposed will now be paid into the State budget, and will be recovered by the Administration de l’enregistrement, des domaines et de la TVA.

Members will also debate the situation at the Centre national de l’audiovisuel (CNA) and the government’s labour law reform strategy (Wednesday) on Wednesday 11.

On Monday 9th, the government will present the national report on the situation of young people in Luxembourg (Jugendbericht). This report provides an in-depth and up-to-date analysis of the living conditions and day-to-day realities of young people. Published every five years, it provides an overview of the situation of young people in Luxembourg and addresses issues such as education, leisure, social relations and well-being. The theme of the 2025 edition is “Leben und Aufwachsen in Online und Offline-Welten (living and growing up between online and offline worlds, in English)”.

Monday 9 March

Government. , Minister for National Education, Children and Youth, and Robin Samuel, Professor at the University of Luxembourg, present the national report on the situation of youth in Luxembourg.

Government. Belgium, the Netherlands and Luxembourg sign a new Benelux treaty aimed at combating cross-border social fraud and social dumping more effectively.

Syvicol. Meeting of the committee of the Syndicat des Villes et Communes luxembourgeoises (Syvicol). On the agenda, the issue of ministerial reparcelling.

Council of the European Union. Eurogroup meeting in Brussels. The issue of energy prices will be on the agenda.

Council of the European Union. Meeting in Brussels of a European Council “Employment, Social Policy, Health and Consumer Affairs” (social policy).

Parliament. Members of the Foreign Affairs Committee receive representatives of the Luxembourg NGO Cooperation Circle for an exchange of views. This organisation is a platform for development NGOs and aims to create spaces for exchange and learning, enable stronger and more visible cohesion of the sector, and highlight the issues and challenges of international solidarity.

European Court of Auditors (ECA). The ECA publishes a special report on the contribution of energy communities to renewable energy production in EU countries.

Tuesday 10 March

Parliament. Presentation to the Committee on National Education, Children and Youth of the report on youth.

Parliament. At the request of the LSAP political group, MPs from three committees (Communications, European Affairs Sub-Committee and Digitalisation) will receive government representatives for an exchange on the proposed European “Digital Omnibus” regulation. This is intended to simplify the European digital framework, in particular by amending the General Data Protection Regulation (GDPR).

Council of the European Union. Meeting in Brussels of an Economic and Financial Affairs Council devoted to the Savings and Investment Union (SIU). Ministers will have the opportunity to express their views on the legislative package on market integration and supervision, a sensitive subject in the marketplace.

Wednesday 11 March

Parliament. The MPs will continue their exchange begun on 25 February with the Minister for Culture, , on the situation at the CNA.

Parliament. At the request of the political sensibility déi Gréng, the Labour Committee will debate the government’s strategy for reforming the Labour Code. MPs will then take note of Bill 8657, which creates a clear legal basis for the remuneration of employees of certain bodies linked to the labour market, such as the Medical Commission or the Vocational Guidance and Reclassification Commission. Work on Bill 8471, on dispensing with work without loss of pay to donate blood, will continue with the appointment of a rapporteur.

Parliament. Members of the Health, Environment and Agriculture Committees will debate the presence of pesticide residues in food and their consequences, at the request of political group déi Gréng. Members of the Health and Social Security Committee will then attend a presentation of Bill 8697, which provides for various technical adaptations to the Social Security Code. A rapporteur will be appointed.

Parliament. The Committee on Rules of Procedure will continue its work on adapting committee work (parliamentary dossier 8700) and amending the status of House officials (parliamentary dossier 8710), an amendment relating to working conditions.

Parliament. The Foreign Affairs Committee will debate Luxembourg’s participation in the EU Partnership Mission in Moldova (EUPM Moldova). The latter “aims to contribute to improving the resilience of Moldova’s security sector in the areas of crisis management and hybrid threats, including cybersecurity and the fight against foreign manipulation and interference of information”. The government will present the assessment of European civilian missions with Luxembourg participation.

Council of the European Union. Informal meeting in Nicosia (Cyprus) of the European Defence Ministers.

European Parliament. Following a debate and vote on Tuesday 10 March, Parliament presents its recommendations for promoting decent, sustainable and accessible housing across the Union.

European Parliament. Parliament unveils its proposals to advance the single European defence market and address shortfalls in European defence capabilities.

Thursday 12 March

Government. , Minister for the Economy, SMEs, Energy and Tourism; , Deputy Mayor of the City of Dudelange; Alain Gillet, alderman in charge of business parks for the municipality of Bettembourg; and , vice-president of the Chamber of Skilled Trades and Crafts, present the future “Handwierkerhaff” to be developed in the Wolser business park on part of the former Liberty Steel site. The aim of this project is to create, in three phases, a modern and functional centre dedicated to craft businesses on the former steelworks site.

Parliament. Examination in the Housing Committee of Bill 8656 authorising the State to participate in financing the development of affordable housing in the “J.F. Kennedy-Sud” project, located in the Kirchberg district. The maximum total budget is €103.5m. The final works on the project are due to be completed in 2032. MPs will then discuss the issue of rent control.

Parliament. The Economic Affairs Committee is examining parliamentary dossiers 8561 (self-consumption and sharing of electrical energy), 8608 (reform of the electoral process for the Chamber of Skilled Trades and Crafts) and 8663 (contributions to the European Space Agency). At the request of sensitivity déi Lénk, the Minister for the Economy, Lex Delles, will detail the impact of the crisis in the Middle East on energy prices.

Parliament. Consideration by the Agriculture Committee of the Court of Auditors’ opinion on the Common Agricultural Policy (CAP) for the period 2028–2034. Opinion presented by and Iliana Ivanova, members of the ECA.

Friday 13 March

Parliament. Exchange of views with Tom Fletcher, UN Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator (OCHA).

Parliament. Members of the Finance Committee will continue their work on Bill 8592, which completes the automatic exchange of income from crypto-assets. They will then attend the presentation of Bill 8705 strengthening the independence and objectivity of the CSSF and the CAA. The MPs will then consider Bill 8522 aimed at strengthening financial education in the Grand Duchy.
