Applications for grants for photovoltaic installations more than quadrupled between 2023 and 2025. In a parliamentary response, Lex Delles and Serge Wilmes stated that processing delays had been “substantially reduced” and that no further measures were necessary at this stage.

Solar power is expanding on a massive scale. In 2023, 2,445 applications for grants for photovoltaic installations were submitted. This figure rose to 7,408 in 2024, and then to 10,637 in 2025. In two years, the volume has therefore increased more than fourfold.

This is one of the key figures in the joint response from the minister for the economy, SMEs, energy and tourism, , and the minister for the environment, climate and biodiversity, , in response to a parliamentary question from LSAP MP Georges Engel on the development of photovoltaic technology and national subsidies.

The increase is also evident in the number of grants actually awarded. This figure rose from 686 in 2023 to 2,343 in 2024, and then to 5,711 in 2025. Here too, the increase is very marked: the number of grants awarded increased more than eightfold between 2023 and 2025.

Pre-funding shortens the waiting time

The government, however, emphasises another indicator: the reduction in the administrative backlog observed since the start of the year. Between 1 January and 1 June 2026, 2,840 new applications were submitted, but 9,579 grants were awarded over the same period. According to the two ministers, these figures show that delays in processing applications for financial aid have been ‘substantially reduced’ in recent months.

Added to this is the new pre-financing procedure. Since the start of the year, 330 applications have already been approved and paid out under this scheme, with an average processing time of five days.

The government has also released figures for larger-scale projects. In addition to the Klimabonus Wunnen scheme, around 235 projects received national funding between 2023 and 2025 through competitive tenders for large-scale solar power plants or agri-solar projects. Around 140 of these projects are reportedly operational.

In terms of grid connection, 2025 is expected to set a new record for capacity. Newly connected photovoltaic capacity is reported to have reached around 195MW, according to as yet unofficial figures, following 156MW in 2024. This represents an increase of around 25% in one year.

In terms of the number of installations, 2025 is also expected to exceed the 10,000 mark for new units, again based on unofficial figures. The volume of connection applications confirms the recent acceleration: 4,631 applications in 2023, 13,747 in 2024, and then 8,419 in 2025 with Luxembourg’s largest network operator.

The policy conclusion of the response is clear. Taking into account current trends, projections beyond 2026 and planned tenders, the government believes that Luxembourg is ‘on track’ to meet the national targets for solar power set out in the Integrated National Energy and Climate Plan for 2030.
