Energy installation scheme PRIMe House was amended by parliament, giving preference to sustainable materials and renewable energy installations.

A bill, adopted on 31 March, is set to extend the government’s set of grants aimed at promoting sustainability, rational use of energy and renewable energy in housing. The financial aid scheme will be applied to four types of installations.

New energy systems, the building permit for which has been requested in 2022, will be able to benefit from the PRIMe House scheme. Those who already own a residence and want to upgrade their energy supply will also be eligible for financial assistance. In that case, the owner will need to provide an invoice issued between 1 January 2022 and 31 December 2029. The applicant will need to use an energy advisor to accompany the renovation work or have the work carried out by a certified craftsman. The new bill will simplify the procedures for accessing the financial support. In order to promote sustainability, the subsidies will look to promote fossil, mineral and ecological materials used in insulation. Subsidies for fossil materials used in insulation will be discontinued from 2024.

Those wishing to set up technical installations for renewable energy sources will also be able to benefit from the financial aid scheme as well. Heat pumps have been specifically targeted by the new bill. Meanwhile, the financial support for the establishment of a heating network and for the connection of a house to a heating network will be considerably increased compared to the older version of the scheme.

For photovoltaic installations, the existing support modalities will be maintained while an alternative model aiming at promoting self-consumption will also be made available.

Special attention has been accorded to energy advice, the flat-rate financial aid for which will be increased by 50%. Subsidies for the calculation of thermal bridges and the related treatment proposals will also be substantially increased.

Following the agreement reached at the tripartite meeting between government, employers and employees representatives it was announced that the with a retroactive effect to 1 January 2022. Premiums for heating systems based on renewable energy will no longer have to be pre-financed by the beneficiaries.
