Some seem to be respecting social distancing rules, others may be members of the same household. Nevertheless, despite Luxembourg being in phase 1 of deconfinement, gatherings of groups remain forbidden under current regulations as the government tries to contain spread of the coronavirus and limit the strain on medical services.
