AIC measures “goods and services actually consumed by individuals, irrespective of whether these goods and services are purchased and paid for by households, by government, or by non-profit organisations,” according to Eurostat, the EU statistics agency.

Adjusting for currency differences, Luxembourg households consumed 132% of the EU average in 2017. That placed the grand duchy ahead of Germany (122%), Austria (177%), and Denmark and the UK (both 114%).

The lowest AIC rates were recorded in Latvia and Romania (both 68% of the EU average in 2017), Croatia and Hungary (both 62%), and Bulgaria (54%).

While Luxembourg had the highest consumption rate, it also recorded the biggest decrease: the 132% in 2017 was down from 140% in 2015.
