Google argued before the court that disclosure of the information outlined in the MoU with the state concerning its establishing a data centre in Bissen could allow its competitors to understand its inner workings, according to the Luxembourg Times. The case was seized by the Mouvement écologique after the government had already refused to disclose this MoU, despite the Commission on access to documents agreeing it should be released. 

If the project is approved, Google could need 10m litres of water daily, as well as large volumes of electricity. This may have an impact on the decision of the authorities concerned, such as the municipality of Bissen, which is due to vote on the special development plan (PAP) soon--even if this consumption of resources is a priori only a concern within the competence of the national government.
