The move followed orders for residents to stay at home and increased border controls across Europe to combat covid-19 transmission.

In a press release issued on 27 March, the economy ministry stated:

“A buildup of reimbursement requests would likely create a critical lack of liquidity [within the travel sector] and would constitute a major financial risk for its survival.”

The government said it would “seek a common, sustainable solution at European level” and that “this exceptional measure only delays the reimbursement of customers’ advance payments.”
