The young institution was only founded in 2003 but has evolved rapidly and the new law aims to create a more modern framework for its running.

Among the key changes are the way in which the rector is appointed. In the past it was the government which appointed this leader role. But, in future the staff, professors and students who form the university’s governing council will have complete control over the appointment.

It is recommended that the governing council is expanded from 7 to 13 members. The university council would be allowed to propose two members (not their president), a man and a woman, to sit on the governing council. The president of the staff delegation and their counterpart on the student delegation would be “ex officio” members of the governing council and would have some say in the decision-making.

University council

The university council, an advisory body, will be reinforced with the election of a president, who will be chosen from the elected members. Students are expected to have a bigger say in how the university is run with the creation of a student delegation. The university council should have greater powers to select study programmes and be able to contribute to the preparation of study regulations.

Another change concerns the timeframe within which the university council must give an opinion upon request of the rector. This window will be lengthened from 30 to 35 days. The university council must give an opinion on the appointment of a new rector within eight days.

Under the bill, the court of auditors will continue to audit the university’s management of public funds, for which the 2018 budget provides a grant of €161 million.
