Xavier Bettel (DP) said that after an agreement was reached last week concerning the European digital covid certificate to go live by the beginning of July, it was up to individual countries to determine what form that certificate would take.

“We are ready. I will see in the next few days with French leaders in the digital field if we have to wait until July. It could be that we will launch initiatives with neighbouring countries,” Bettel said.

In Luxembourg, the certificate could take the form of a smartphone app, usable with 3G, to be launched mid-June. The app would use a QR code to show if a traveller has been tested, vaccinated or recovered from Sars-CoV-2. The code would work nationally in a first phase before switching to the European system.

Luxembourg’s covid measures are expected to expire on 12 June. Bettel said: “It must not be that only those vaccinated have rights, this should be the case for those who are tested or healthy again.”

The government is expected to meet in the coming days to outline the app further.
