It intends to consolidate the longstanding relationship between the two countries, and focuses on energy, climate change, research, finance and education.

A ministry brochure stated:

“Luxembourg has been active in Vietnam for 22 years. The progress made by Vietnam, in development terms, over the years has been considerable and the country reached the middle-income status in 2011. In the light of Vietnam’s development progress, Luxembourg’s grant based ODA will phase out and the two countries are striving to diversify their partnership.”
