- The bill to reform commercial leases currently being debated in parliament does not solve all problems faced by retailers, but it is a move in the right direction; that’s according to Tess Burton, the LSAP MP who is rapporteur for the bill. The legislation would introduce open-ended leases and end extra “key money” payments to landlords. Both the Competition Council and Union Commerciale de la Ville de Luxembourg, which represents retailers in the capital, have expressed their doubts.
