Announced on Wednesday, the bill aims to increase the autonomy of communes in maintaining a feeling of safety while enabling police to focus on more serious crimes.
The draft text would enable specially trained communal agents to hand out fines from €25 to €250 for a list of 17 different offences. They include loading and unloading goods outside of authorized hours, the use of a lawnmower outside of authorised hours or taking out trash outside of authorised periods.
“The role of the municipal agent is valued, the grand-ducal police force is relieved of certain tasks, and the system of administrative fines relieves the courts, while promoting living together in our municipalities!” said interior minister Taina Bofferding (LSAP) on Wednesday.
